Why litres overstate what fits
The quoted capacity is the whole chamber, including the headroom above the food that the fan needs. What matters is the floor area of the basket, because everything has to sit in a single layer.
A 5-litre basket holds roughly two portions of chips in one layer. Piling it higher does not increase capacity - it just steams the food.
Basket or oven-style?
Baskets crisp better. Air reaches the underside of the food and you can shake everything at once. The limitation is that flat and layered dishes are awkward.
